The short answer

VCDS (Ross-Tech VAG-COM) is the gold standard for diagnostics and coding on Audi and VW. It reads every module, clears faults, runs output tests and changes coding and adaptations. What it does not do is write a new ECU map or flash a full calibration — so it can't make power. VCDS and OBDeleven are both excellent at what they do — configuration. Neither writes a performance calibration. ODIS (the dealer tool) can flash, but it only flashes official files and is locked behind dealer access. That gap — affordable, DIY tuning + flashing — is what VAGPULSE fills.

Why "it can't flash" matters for tuning

A tune is a modified calibration: changes to the boost, fuelling, ignition and torque-limiter maps inside the ECU. To install one you have to write a new binary to the ECU and correct its checksums so the ECU accepts it. VCDS has no map editor and no flashing engine, so even if you had a tuned file, VCDS couldn't put it on the car.
